MEMP — Ministry portal

Context

The Ministry of Pre-school and Primary Education (MEMP) leads Benin's educational policy for pre-school and primary education: teacher training, curricula, calendars, the CEP exam. The challenge: modernize the online presence, give parents, teachers, and partners a single entry point, and structure internal document management.

The technical challenge

• Sovereign hosting: no administrative documents stored outside the servers controlled by the administration.
• Multi-audience: general public (parents and students), teachers, institutional and international partners.
• Document cataloging: circulars, curricula, calendars, exam results — with full-text search and history.
• IT asset management integrated via GLPI to track workstations, licenses, and internal tickets for the departmental directorates.

What we shipped

• Public site in WordPress on custom infrastructure, bespoke theme, GDPR-compliant for European visitors (diaspora, partners).
• Document portal: 200+ documents published, indexed, categorized (curricula, circulars, calendars, exams). Full-text search, category subscriptions for teachers and school heads.
• GLPI deployed for IT asset management (workstations, software licenses, incident tickets) across departmental directorates and the central office in Porto-Novo.
• Training of ministry staff over two weeks for editorial autonomy.

Results

• 200+ documents published to the public and to staff.
• Service continuity: no blocking incident reported in the first 18 months of operation.
• Editorial adoption: the comms team publishes autonomously without needing technical support.

What we learned

Clean code isn't a luxury on institutional projects — it's what allows a ministry to retake ownership of its site when the technical partner changes, without having to rewrite everything. Configuration (theme, plugins, GLPI) shipped as a versioned Git repository, documented for successors.
